Wayne Duvenage, Organisation Undoing Tax Abuse (Outa) CEO, expressed strong views condemning the requirement to register Solar PV by Eskom and municipalities.
Duvenage expressed his views during a speech at the Biznews Conference in Hermanus on 12 March 2026.
Duvenage labelled the City of Cape Town as arrogant. He stated that the City of Cape Town felt it could impose these regulations because it was a well-run municipality and residents loved them.
Duvenage strongly opposed this view, stating that having a well-run municipality does not give you the right to abuse the system or your power, which was met with applause from the audience.
This sentiment is echoed on social media by Kouga Residents who vehemently opposed Kouga Local Municipality’s requirements for Solar PV registration. The cutoff date for registering your Solar PV was 30 December 2025.
What happens on my side of the metre has nothing to do with Eskom and municipalities, Duvenage stated.
He promised to take up the fight on behalf of the citizens of Cape Town.
