No mercy for unauthorised expenditure – MEC

The Eastern Cape Local Government and Traditional Affairs will have no mercy for any financial irregularities. This warning was stressed this afternoon in a press release issued by MEC, Mlibo Qoboshiyane.

The release that urges all municipalities in the Eastern Province to apply for co-operative salary hikes, specifically warns of no leniency for “unauthorised expenditure, under-expenditure, financial mismanagement, irregular expenditure and infighting as these are impediments to effective and quality service delivery.”

The release asks municipalities that wish to implement the upper limits of salaries, allowances and benefits must to apply to he EC Local Government and Traditional Affairs Ministry. “They need to motivate affordability and demonstrate that liability has been budgeted for with immediate effect.”

The release also urges former municipal councillors to urgently file their details with their respective municipalities for recapture so that the municipality can process their once off gratuity payment as an act of grace for services they rendered to their communities.

” This process must be completed urgently so that councillors can focus on working with the people to deliver services. ” the release continues. “Also of critical importance is the building of capacity for all audit committee members in municipalities. This must happen without delay so that we can focus on delivering services.”

The release follows the signing of the gazette determining upper limits of salaries, allowances and benefits of different members of municipal Councils by National Co-operative Governance and Traditional Affairs Minister, Richard Baloyi.
