Kouga Council is in deep mourning following the unexpected death of a second councillor in as many weeks.
Hankey ward councillor Lulamile Ntshiza, affectionately known as “Luks”, died of suspected heart failure on Sunday, 21 September. He was 42 years old.
An autopsy will be done this week to determine the cause of death. The autopsy results of Clr Eugene Groep, who passed away on Friday, 13 September, are expected to be released this week.
Kouga Executive Mayor Booi Koerat said the Council was “stunned by the death of such a giant of a person”.
“He was young, energetic and still had so much to do. Death robbed him of his life and Kouga of a courageous leader.”
The Mayor said Clr Ntshiza had dedicated his life to serving his community.
“He was a born leader, as reflected by the many roles he played. Not only did his community elect him to represent them as ward councillor on the Kouga Council, he was also the Chief Whip of the ANC in Council and the chairperson of the ANC Kouga sub-region.”
LED Portfolio Councillor Phumzile Oliphant said Clr Ntshiza would be remembered as a soft-spoken leader with a passion for peace.
“One could rely on him to give clear direction on any matter affecting our communities. He also never hesitated to intervene in disputes. He had the ability to ease tension and restore calm, so that a workable solution could be reached.”
Clr Ntshiza leaves behind his wife, Nosimo Jolene, three children, his mother and sisters.
Executive Mayor Koerat said the prayers of Council were with Clr Ntshiza’s family and all those affected by his passing away.
“He was a unique person and it would be impossible to replace him. I would like to believe, however, that the sun will shine again for the family and all of us who have thrown into darkness by this tragedy.”
